MAIN RESPONSIBILITIES: Execute search for raw materials and their suppliers, focusing on the reliability of suppliers, quality and value of the minerals offered, price, delivery time, favorable delivery conditions; Coordinate the process of approving a new suppliers, obtain samples for raw materials from the supplier, conduct quality checks of minerals in the internal testing laboratory of the Employer or other testing laboratories, conduct verification of supplier reliability, record the progress and results of inspections, make recommendations based on the results of these tests and inspections; Develop and maintain relationships with suppliers, analyze their production and financial capabilities, study the possibility and feasibility of establishing direct long-term economic ties for the supply of minerals; Continually improve the strategy and practice of searching suppliers for raw materials based on information received from manufacturers, suppliers, research and development centers of the company included into the same group as the Employer; Conduct preparation and adjustment of pre-contractual documentation, as well as conduct negotiations with suppliers with the purpose of placing orders and agreeing terms and conditions of delivery; Enter into contracts with suppliers, prepare requests for the supply of resources; Conduct periodic evaluation of the conditions of existing contracts for the quality of fulfillment of obligations by suppliers to make decisions on the search for new suppliers, changing schemes of work with suppliers; If necessary, execute control over the preparation of claims against suppliers for breach of contractual obligations, control of compilation of settlements for these claims; Be present at loading for raw materials, provide cost efficient and safe delivery for raw materials from suppliers and sellers, guided by the terms and conditions provided in contracts; Organize processing for raw materials delivery (acceptance by quantity and completeness, identification of quality, preparation of necessary acceptance documentation Ensure the availability of the necessary resources in the optimal quantity and range; Organize preparation of applications for material and technical resources, acts, conclusions on the quality of incoming material and technical resources. To initiate, organize, monitor and carry on the responsibility for inbound shipments of goods, raw materials as import operations to the Russian Federation Work with carriers, brokers and customs authorities. Ensure uninterrupted supply for raw materials (resources) to the Company and participate in management and accounting for raw materials stocks. Conduct planning of own work and set tasks and terms for its successful implementation. Ensure coordination of own work with the rest departments of the Company. Once a month, monitor prices for services of carriers and change of rates and tariffs in connection with the performance of duties during working with economic activity contracts. Participate in research projects as part of other specialists of the group of companies, to which the Employer is included. IN THE SPHERE OF LABOR PROTECTION: Observe the technological, labor and production discipline, requirements of the rules and norms of labor protection, safety rules, industrial sanitation and fire safety, requirements of environmental, sanitary authorities, bodies that carry out technical supervision, as well as control of understanding and compliance with these rules and norms by subordinate employees; Ensure safety of the acquired resources, as well as the availability of evidence of security and compliance with the requirements of the documentation for resources established for the product; Present to the immediate supervisor proposals for measures to improve labor protection conditions; Personally set a positive example of exemplary observance of labor discipline, rules and norms of labor protection and safety to other employees. IN THE SPHERE OF ADMINISTRATIVE ACTIVITIES Ensure compliance with all orders and resolutions of the Managing Director; Develop an enterprise policy on issues concerning raw materials supply, manage the development and implementation of programs of continuous supply for raw materials to the Employer necessary for production, participate in the calculation of production supplies norms based on the definition of raw material requirements; Study the operational marketing information on suppliers' proposals in order to identify the availability of better quality raw materials at a lower price, develop proposals for the replacement of expensive material and technical resources with more affordable and available purchasing opportunities, but at the same time exactly meeting the quality requirements Control the state of stocks of material and technical resources, compliance with the limits for the release of material resources and their expenditure for their intended purpose; Manage the development and implementation of measures on efficiency improvement for raw materials use, reduce the costs associated with transportation and storage for raw materials, improvement of control system for their expenditure, reduction of investments in raw materials stock by improving planning and selection of suppliers, improvement of quality of purchased raw materials; Coordinate development and maintenance of procurement databases containing operational information necessary for determination of requirements for material and technical resources, sources of their purchasing, purchasing costs; Develop tasks for subordinate employees and monitor their execution, train them by methods of effective execution of activities; Coordinate own activities with other employees of the Employer in order to improve efficiency and quality of interaction; Show benevolence and courtesy when interacting with other departments and structural subdivisions of the Employer, suppliers and customers; Consult the Managing Director, project Specialist, sales representatives on matters within the competence of the Employee. Together with the Managing Director, project Specialist and regional representatives, form the budget of expenses and capital investments in the first quarter of each year, while implementing the labor function, be guided by certain budget spending limits; Hold a chairmanship at the quarterly meetings of the Committee of Refractory minerals Sourcing in Russia and Europe; lead the work of this Committee by implementing the decisions adopted by the committee; Purchasing Specialist for raw materials should know: English (verbal and written); Personal computer on the level of a confident user; Fundamentals of civil and commercial law (regarding the procedure for contracts conclusion with suppliers and control of their execution, preparing claims against suppliers for untimely or poor-quality execution of the terms of concluded agreements); Methods and order of prospective and current planning of resource supply; Procedure for the development of standards for production supplies, work execution on resource-saving; Requirements to drawing-up and execution of documentation for the release for raw materials; Standards, certificates of conformity and technical regulations for ensuring the quality for raw materials, methods and procedure for their development; Wholesale and retail prices, nomenclature for raw materials consumed by the Employer; Assortment, classification, description and designation of the goods of their groups; Pricing methods, pricing strategy and tactics; Principles of purchasing organization; Culture and etiquette of business communication; Rules and norms of labor protection, fire safety and industrial sanitation; In his/her activities Company location: Russia, Tatarstan Region, Yelabuga, SEZ Alabuga Please submit your cv's in English.
