Engineering News Record (ENR) currently ranks SMEC in the top 25 of the ‘2018 Top 225 International Design Firms’ Responsibilities: Ensure all offices (Shymkent, Nur-Sultan and Site Offices) are compliant with the required precautionary measures introduced by SMEC, and ensure these Instructions are followed on routine bases such as disinfection, social distancing, daily temperature check of employees, frequent hand wash, using sanitizers, ensure all employees are briefed about the precautions; Prepare required reports on COVID-19 and HSE matters as and when required to internal purposes as well as for the division; Ensure any external person entering the offices goes through proper screening process as per the defined process by SMEC; Immediate reporting of any HSE incidence with the Operations Manager and the top Management, and ensure proper report is submitted within two days from the time of the incidence; Regular spot check on Office vehicles to ensure that the vehicles are in good working condition; Train drivers and Employees on Safety matters; the HSE is responsible to complete the checklist form for the vehicle ensuring that all safety measures are in place, In case of vehicles travelling from one site to other, the respnsibility lies with Office Managers, however the HSE Manager is responsible to guide office Managers on the process and must collect checklist forms from the Site offices for verification and record purposes; Ensure that all offices have Fire Extinguisher in place and these are checked twice a month to ensure functionality and validity, Ensure that all the offices have Emergency exits; Conduct trainings to all Offices on Health and Safety matters, including usage of fire extinguishers, briefing on what needs to be done in case of emergencies whether fire or any other emergencies; Ensures, in accordance with the Corporate guidelines, the implementation, updating, review and auditing of the Company HSE Systems; Educate workers on Site-Specific safety measures; Responsible to ensure that all Electrical devices are switched off before closure of the offices, The HSE Manager is to ensure that there HSE checklist for Office closure is properly ticked and signed by the last person leaving the office premises. The HSE Manager is to brief the employees on how this should be done; Travel to Site Offices to check on Health and Safety matters of the Engineers on site, and assure that PPE kits are available on each site office and that all Engineers are using them; Maintaining Emergency contact details, such as police station, hospitals with specialist treatments, fire fight and etc; Follow up on Regional Learn Connect and HSE Training data is updated every month; Conducts safety audits both internal and external. Takes part in accident / incident investigation. Performs Risk Assessment. Preparation of Health and Safety documentation for new tenders. Provide assistance to Office Managers and OH&S Coordinators to ensure the premises comply with OH&S regulations; Prepare safety Manuals and SOP's. Perform any other related task when required. Required Skills: Broader knowledge and understanding of Health, Safety and Environmental issues, procedures, and regulations as they apply to midstream operations. Knowledge of Process Safety and Risk Management Plan compliance requirements. Must communicate effectively with operations/technical staff, management, and regulatory agency personnel. calm, patient and assertive, with excellent communication skills, as the candidate will need to explain the rules to people who aren't familiar with it. Other essential qualities and skills include: strong analytical and problem-solving skills good interpersonal skills and a willingness to work with people at all levels of the Company. Proficient technical and computer skills, including Microsoft Office suite. Excellent written and verbal communication skills. Qualification and Experience: Minimum of a bachelor's degree for occupational health and safety or a degree in engineering, environmental safety, or a related field. At least five (5) years of experience in Health, Safety and Environmental issues. Ability to travel to Site Offices Kindly upload your C.V in English.
