Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) in Ukraine (UA) For our programme “Ukraine – Local Empowerment, Accountability and Development Programme (U-LEAD)”, we are looking for Results-based Monitoring (RBM) Adviser (full time 100%) to join our team based in Kyiv U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme’ is a multi-donor action of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden which supports the efforts of the Ukraine government in the area of decentralisation and regional development. Ukraine has put decentralisation and regional development as a top priority on its political agenda. It is aimed at promoting a viable local self-government and thus bringing a positive change to the people’s life. The Ministry of Communities and Territories Development (MinRegion) holds responsible for this milestone reform process. The Programme contributes to the establishment of multi-level governance which is transparent, accountable and responsible to the needs of the population. While GIZ implements component I of the programme, the Swedish International Development Cooperation Agency Sida implements component II. Component I provides advice to MinRegion and further national stakeholders and provides capacity development measures to over 1,000 amalgamated hromadas through its Regional Offices in all 24 oblasts of Ukraine. The country-wide capacity development measures and communication activities empower civil servants, in particular at the local level, and other stakeholders to assume their new responsibilities and powers accorded by the decentralisation reform. U-LEAD Component I is looking for a highly motivated results-based monitoring advisor. She/he will have a proactive, open-minded and innovative approach in an international working environment, while bringing previous experience working in monitoring with data collection, analysis and management. It is vital for the candidate to have strong English communication skills accompanied by a basic knowledge of the Ukrainian government’s decentralisation and regional policy reform. Areas of responsibility: The candidate will primarily provide direct support to the implementation of the U-LEAD monitoring system. This implies an active role assisting with the further development of the Programme’s Data Management Infrastructure (DMI) as well as the collection and analysis of monitoring data for the indicators from the Programme’s Logical Framework Matrix. Expected areas of responsibility include, but will not be restricted to: Assist in the further development and implementation of data collection methods (e.g. surveys, focus group discussions, interviews) and follow up with other Programme units to ensure high quality data inputs for indicator calculation; Support the further development and implementation of the electronic database and analytics tool (DMI); Draft data analysis reports for the Programme management and units; Contribute to the preparation of the Programme interim/ annual progress to donors and governmental partners; Support the identification of appropriate contractors, prepare drafts of Terms of Reference and other technical documentation, steer these contractors for data collection and data interpretation; Support collection as well as integration of public data for calculating Programme indicators; Liaise with and provide trainings to Monitoring focal points located at the Programme’s Regional Hubs and Regional Offices to support their monitoring of Programme indicators and outputs; Proactively following up with other U-LEAD units and teams to ensure active efforts towards operationalisation of, and making contributions to, the monitoring system; Identify qualitatively valuable information in training data for Programme reporting processes including good practices and stories from training participants; Preparation of monitoring events for steering purposes of the Programme; Support in further tasks in the field of monitoring as needed. Qualifications: Master’s degree in the fields of social sciences, development studies, administration, economics, statistics, public policy, law or other related fields; Full professional working proficiency in English and Ukrainian; good knowledge of German is an asset Minimum 3 years of working experience in either national or international organisations in the capacity of monitoring expert; Expertise on qualitative and quantitative data collection methods and their implementation, expertise in data aggregation, data management and data analysis, expertise in statistics; Familiarity with the decentralisation reform in Ukraine; Excellent knowledge of MS-Office, especially MS Excel to calculate indicators Personal competencies: Team player with excellent intercultural competences Strong organisational, planning and managerial competences High level of self-motivation and pro-activeness Excellent communication, writing and presentation skills Ability to work in an open office working environment; Ability to work flexibly and independently, often under tight deadlines High degree of discretion, integrity and sense of tone Willingness to work in the office or remotely outside office hours Assignment Starting as soon as possible, the contract duration will last until the end of June 2022.
