On behalf of our Client we are looking for Procurement & Logistics Manager, who will significantly improve the quality, reliability, costs and performance of procurement and logistics as part of the Project. Responsible for procurement, subcontracting and logistics, including storage, warehousing, fleet management, and other supply-chain-related activity. Responsibilities: Support to Experts/Managers on procurement of key packages in their scope (products and services) for successful, timely and profitable completion. Work closely with Category Managers and Procurement Hub teams to maximize the use of internal resources to save time and costs. Define and track KPIs and ensure periodic, comprehensive reporting and analysis. Procurement: Define and execute procurement strategy for the project and key works packages: Direct categories – project equipment, meters, pumps, pipes, valves, SCADA systems, etc. Indirect categories – local services, consumables, spare parts, travel, non-technical IT, etc. Foreign purchases, imports and related customs requirements. Local subcontracting – subcontractor sourcing, selection, management and compliance. Storage and warehousing: Construction (or Leasing) and maintenance of local on-site storage facilities for project items: Work closely with Contract Director and Deputy to manage the construction / leasing contract. Logistics and fleet management: Handle all logistics activities in Samarkand: Purchase/lease vehicles and manage the fleet. Uphold ethics and compliance standards in all dealings. Develop procurement and subcontracting procedures for O&M and other departments. Ensure knowledge transfer to the Client`s team to maximize success of the new procedures. Define the training needs for the Client`s staff in these fields, work closely with HR Training & Development Specialist to deliver these. Monitor, measure and report on the results. Ensure a smooth transition in the beginning of the contract in his/her areas of responsibility. Support the definition on H&S procedures and action plan and ensure they are implemented. Lead the implementation of new management processes and tools in his/her area. Requirements: BSc Engineering Degree or Business school. Experience: Senior Expert with 8 years of proven experience in procurement, subcontracting and logistics in water and wastewater sector. Location: Samarkand
