Role Summary : BDC Consulting is looking to recruit RES Project Environmental Expert , a dynamic individual to join its team with primary function to assure provision of high quality services on all the matters related to ecological and environment research support for Renewable Energy Sources (RES) Project activities of the company, including interaction with regulatory authorities, international donors, financial management and operational management. RES Project Environmental Expert works under the supervision of RES Project Manager. Summary of Key Functions: In this role the Project Environmental Expert will be responsible for implementation and execution of the company’ strategic objectives by: Assuring implementation of outlined Renewable Energy Sources (RES) Projects environmental and health/social (HSE) activities to achieve relevant projects results; Development and coordination of comprehensive environmental and social audits and researches, action plans within the framework of Renewable Energy Sources (RES) Project; Prepare relevant reports on the implementation of environmental protection measures, take part in the work of commissions on environmental impact assessment of the company in the framework of Renewable Energy Sources (RES) Project; Implementation of targeted inspections of facilities to comply with environmental standards, monitoring the timely implementation of decrees and regulations, and the performance of work in accordance with the technical design of the RES Project; Duties and Responsibilities: Under the supervision of RES Project Manager and in close collaboration with company’s technical staff, the Project Ecologist has the following duties and responsibilities: Assuring implementation of outlined RES Projects environmental activities related with preparation of various projects documents on environmental and social impacts of the investment programme along with the E&S Assessment including: Applicable local, national and regional requirements, including those related with environmental and social impact assessments / EIAs and associated public disclosure and consultation requirements; Requirements of potential lenders, such as International Financing Institutions (IFIs) and commercial banks and relevant international conventions and protocols relating to environmental and social issues, as transposed into national legislation. Identify existing and Project-related environmental and social impacts and risks; Describe and characterise a relevant environmental and social baseline commensurate with the risks posed by the current site operations and the Project; Assess potential gender aspects and priorities among nearby communities to understand women’s and men’s concerns Carry out E&S Assessment and Audit and develop a draft E&S Assessment report in accordance with the IFI’s requirements; Prepare a draft Stakeholder Engagement Plan (SEP), draft Environmental and Social Action Plan (ESAP) and draft Non-Technical Summary (NTS); Identify if any additional studies will be required to cover relevant aspects in greater detail (e.g. biodiversity, resettlement, retrenchment, etc.) and social issues or risks associated with relevant other activities or facilities, which are not part of the Project but which may be directly or indirectly influenced by the Project, exist solely because of the Project or could present a risk to the Project; Cumulative impacts of the Project in combination with impacts from other relevant past, present and reasonably foreseeable developments; Unplanned but predictable activities enabled by the Project that may occur later or at a different location; and, Contribute to building of business relationships with state regulatory authorities - Ministry of Ecology and Environment Protection of Kazakhstan, National Agencies, etc; Develop and maintain high quality and timely operational guidance on environmental issues for RES project team; Undertake other duties as may be required; Competencies: Job Knowledge and Technical Expertise: Knowledge and experience in environmental protection and social issues in the field of consulting activities related to development and implementation of projects financed by international financial institutions; Expanded knowledge of Н SE requirements of local and international donor organizations and experience of developing ESIA (Environmental and Social Impact Analysis) and ESAP (Environmental and Social Action Plan) based on HSE requirements; Minimum bachelor's degree - preferably in the field of environmental protection and social issues or appropriate discipline; Experience in the development of relevant documentation for Environmental Impact Assessment (EIA) exercise, Bubble Concept, LPD (Limited Permitted Dumping), Industrial Ecological Control and Industrial Environmental Monitoring as required by RES Project framework; Experience of interaction with governmental regulatory authorities and state agencies that issue permits and licenses and coordination of project documentation flow as required; At least 5 years of work experience, which should include at least three years at the manager level or equivalent position; Strong ability to organize and accurately complete multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, completing deadlines and multiple reporting relationships; Excellent communication skills (written and oral) with demonstrated sensitivity and understanding of multiple project partners and stakeholders; High proficiency in Microsoft Office tools and use of internet and email; Results Based Orientation : Plans and produces quality results to meet the established RES project goals and objectives; Demonstrates ability to generate innovative approach, practical solutions to challenging situations; Client Orientation: Demonstrates an understanding of client/partner/donor perspective; Establishes smooth relationships and enabling environment between clients and service providers. Knowledge Management and Learning: Willingly shares knowledge and experience; Actively works towards continuing personal learning and development, compiles training plan and applies newly acquired skills; Leadership and Self-Management: Strives for excellence and focuses on quality services; Completes tasks fast and in timely manner; Is result-driven and solution oriented; Responds positively to critical feedback and differing points of view; Demonstrates openness to changes and ability to manage complex, ever-changing environments; Required Skills and Qualifications: Educational Qualifications: Essential: University Degree in the field of Environmental Protection and Social Issues or appropriate discipline. Master’s or MBA degree considered as an advantage. Required Skills: Solid knowledge of environmental legislation, rules and regulations, regulatory framework documentation related to ecological regulation and environment protection sphere; Experience in conducting of Environmental Impact Assessments (EIA); Knowledge of Н SE requirements of local and international donor organizations and ability to compile ESIA - Environmental and Social Impact Analysis and ESAP - Environmental and Social Action Plan based on HSE requirements; Knowledge of methodology of conducting environmental monitoring; Working with authorities and sector regulators; Basic knowledge of administration and project management; Managing complex environments with multiple-tasks demands; Experience in application of computers and office software packages (MS Word, Excel, etc.); English language skills (written and spoken); Knowledge of local language is desirable;
