Summary of Position and Key Responsibilities The Local Consultant – Resilience Planning will ensure task delivery as per the set objectives, timeframe, budget, and quality. S/he will ensure project quality using best practices, lessons learned, effective networking with various stakeholders at all levels of the government and partnering agencies, efficient coordination and a systematic project management approach ensuring high ethical standards are achieved in all the agreed initiatives. He/she will prepare and deliver timely effective project communication to key stakeholders and monitor/measure the progress towards outputs and outcomes. This role is open for both expatriate and local candidates. This position is under Naryn Urban Resilience Project funded by State Secretariat for Economic Affairs (SECO) of the Government of Switzerland. Qualification requirements A post graduate degree in a relevant discipline including disaster risk reduction, humanitarian assistance, engineering, social science, or other allied subject from a recognized university or institution. Experience: At least 8-10 years’ experience in Disaster Risk Reduction, Humanitarian assistance, development planning etc., Experience in managing multi-partner projects where strong coordination with government stakeholders are needed in is highly desirable; Experience working in Central Asia and knowledge of local community culture in these areas is highly desirable; Demonstrated experience in project design, results-based management, financial planning and management, implementation, and evaluation; Knowledge in resource mobilization, building and maintaining collaborative relationships with government bodies, donors, civil society, and communities; Experience in resilience and risk-informed planning projects. Skills Technical Skills The consultant should have experience in developing and implementing resilience plans for urban settlements. They should have in-depth knowledge of risk management, emergency response and business continuity planning. Extensive conceptual skills including development of project planning and strategy; Proficient in training, coaching and capacity building of the team; High level of ability to perform tasks with minimum supervision, ability to lead and work within multi-cultural, multi-disciplinary teams; Proficiency in Russian and English Languages is a must; knowledge of Kyrgyz language would be an advantage. Other Skills Demonstrated leadership and management skills; Excellent reporting, interpersonal and presentation skills; Professional communication skills, written and verbal; Strong analytical skills. Personal Characteristics Able to establish a learning culture within the organization; Highly effective cross cultural communication skills; Good networking abilities. Relationships Internal relations AKAH, AKF, UCA and AKDN in the country External relations Other AKDN agencies inside and outside the country (as required); Government entities (as and when required); Communities; Duties The consultant will be responsible for providing expert advice and guidance in the development and implementation of a resilience plan for the city neighbourhood. The consultant will be expected to perform the following tasks: Identify potential hazards: Conduct a risk assessment to determine the potential hazards that could affect the community, such as floods, earthquakes, wildfires, or severe weather events. Assess community vulnerabilities & risk: Determine the specific vulnerabilities of the community, such as low-lying areas that may be prone to flooding or households that may have limited access to resources. Refer to existing documents and report for assessing the conditions. Engage with community members: Involve community members and stakeholders in the planning process to ensure that their concerns and needs are considered. This may involve holding community meetings or forming a neighborhood committee. Develop a plan: Based on the risk assessment and community input, develop a resilience plan including Neighbourhood Resilience Score Card(NRCC) based on available best practices, that outlines the steps that can be taken to prepare for and respond to potential hazards. This plan should include strategies for evacuation, communication, and resource allocation. Test the plan: Conduct drills or simulations to test the plan and identify areas for improvement. This may involve conducting mock disaster scenarios or testing communication systems. Capacity Building and awareness: Conduct the capacity building and awareness activities for enactment of plans in close consultation with community and stakeholders. Implement the plan: Put the plan into action by making necessary adjustments and allocating resources as needed. This may involve coordinating with local emergency services or other organizations. Monitor and evaluate: Continuously monitor the plan and evaluate its effectiveness. This will help to identify areas for improvement and ensure that the community remains resilient in the face of potential hazards. Deliverables: Finalize the Neighbourhood Resilience Score Card, Neighbourhood Resilience plan template in consultation with key stakeholders. Develop and finalize Neighbourhood Resilience plans Conduct training and capacity building for plan implementation Set-up M&E plan for robust plan implementation Conditions Please submit your application (cover letter, CV and contact information of three references) Applications will be reviewed when received.
