Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme “ Ukraine – Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) ” to fill the position of the Broadcasting Specialist ( Full time , Kyiv ) U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme’ is a multi-donor action of the European Union and its member states Germany, Sweden, Denmark, Poland, Estonia and Slovenia which supports the efforts of the Ukraine government in the area of decentralisation and regional development. Ukraine has put decentralisation and regional development as a top priority on its political agenda. It is aimed at promoting a viable local self-government and thus bringing a positive change to the people’s life. The Ministry of Communities and Territories Development (MinRegion) holds responsible for this milestone reform process. The Programme contributes to the establishment of multi-level governance which is transparent, accountable and responsible to the needs of the population. In the frame of U-LEAD with Europe, GIZ implements activities to provide advice to MinRegion and further national stakeholders and provides capacity development measures to ca. 1,400 hromadas through its Regional Offices in all 24 oblasts of Ukraine. The country-wide capacity development measures and communication activities empower Ukrainian officials, in particular at the local level, and other stakeholders to assume their new responsibilities and powers accorded by the decentralisation reform. Currently, U-LEAD is undertaking substantial efforts to further develop the digital delivery of its capacity development formats to local governments. For this, the digital studio was launched last year as a service unit that provides the facilities and services to enable U-LEAD units' digital delivery of their operations. The digital studio services are in high demand, and the studio has built a reputation as a reliable partner for Programmes thematic units. Today the number of virtual events conducted in the studio has significantly increased. To increase the studio capacity, the new role of the broadcast technical advisor is introduced, as a person who will be responsible for broadcasting live events from a studio in Kyiv, and equipment maintenance. GIZ is looking for a highly motivated Broadcasting Specialist to join the team. She/he will have a proactive, open-minded, and innovative approach in an international working environment and be able to form and shape the digital studio's work, making an important contribution to enhancing the capacity of local governments towards promoting local development. Areas of Responsibility: Manage studio facilities (not limited to) broadcast studios, audio switchboard, as well as wiring and cable routing. Act as a broadcast/video engineer during both live broadcasts and filming in the studios. Set up, maintenance of the broadcast cameras, audio equipment, and video switching devices. Implementing necessary updates and upgrades to existing equipment, maintaining workstations and network equipment, and installing and configuring new devices. Completing daily quality control testing and maintenance of high-end event production video equipment. Regularly attend the live event brief and kick-off meetings; function as a contact point for other units to advise them in the suitable format to deliver their digital products most effectively. Ensure the graphic elements for each separate broadcast are created in advance, communicate with graphic designer and technical units. Stay abreast with the highest standards of technology relevant to the quality production of digital capacity development formats. Requirements University degree in film production, IT, communications or a related field. Confident user of studio hardware able to root the multicamera video through industry-standard protocols HDMI, SDI, NDI, as well as operate the audio devices. Understanding of broadcasting software workflow. Proficient in Microsoft products and systems. Meet deadlines and commitments in an environment that requires multitasking among multiple concurrent projects while also handling interruptions. Fluent knowledge of Ukrainian and/or Russian, good command of English desirable. Self-starter, able to work efficiently without direct supervision. Effective oral/written communication skills with the ability to explain technical information to non-technical users. Team player with excellent intercultural competences. Ability to work in an open office working environment. Able to stay calm and concentrated and fix unforeseen problems which may appear during the broadcast. High degree of discretion, integrity and sense of tone. Initiative to constantly improve the quality of U-LEAD’s digital productions Willingness to work in the office or remotely outside office hours. Employment conditions Full-time position with 40-hours working week. Place of assignment is Kyiv. The assignment starts as soon as possible. The contract duration is till December 2023.
