Deutsche Gesellschaft f?r Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for the project “ Good Financial Governance (GFG) III ” for its office in Kyiv to fill the positions of the National Communications expert for E-Data platform and its portals – Reform of the budget transparency, Consulting for the State Institution “Open Public Finance” At the moment, the State Institution “Open Public Finance” (SI OPF) needs further support in communication of E-Data platform and its portals to the target audiences and general public, as well as assistance in implementation of the communication strategy. The GFG Project has decided to support SI OPF as the project recipient in communication for E-Data platform edata.gov.ua and its portals https://spending.gov.ua , https://openbudget.gov.ua/ and https://proifi.gov.ua The aim is to raise awareness on E-Data platform and its portals, so that the usage of E-Data increases. Scope of works General tasks be completed by the Contractor regarding support SI OPF’s communication team : The Contractor is expected to establish cooperation with SI OPF communication team and to support them in strengthening the visibility of e-data platform and its portals. However, the Contractor is not expected to perform daily routine tasks of SI OPF, only provide consultations and recommendations and to execute tasks according to the scope of works. The Contractor shall support SI OPF’s communication team in a process of communication of E-Data platform and its portals. The Contractor shall assist SI OPF’s communication team in enhancing reputation of E-Data platform and its portals as socially important and beneficial to civil society, public authorities, journalists, specialized audiences (analytics, researchers, etc.). Tasks to be completed by the Contractor regarding support SI OPF’s communication team in reviewing the action plan of communication strategy 2021-2023: To review the actual existing communication strategy for 2021-2023 and its existing action plan for 2021. To create an updated action plan for 2022 of the communication strategy 2021-2023 based on the existing action plan 2021. The updated action plan for 2022 shall consists of recommendations of improvement and extension of possible activities. This update must be based on a real capability of SI OPF. To elaborate/update a 1-year action plan for 2023 of the communication strategy. Tasks to be completed by the Contractor regarding support SI OPF’s communication team in implementation of the communication strategy : to support SI OPF’s communication team in raising awareness about E-Data platform and its portals and their usage among the target audiences according to communication strategy; to support SI OPF’s communication team in organization and conduction of awareness-raising and capacity development events as co-trainer (e.g. online seminars, trainings, round tables) in case it is not prohibited by international, national and local regulations as quarantine measures against coronavirus outbreak[1]; to assist SI OPF’s communication team in preparation of publications about E-Data platform and its portals (e.g. press-releases, articles, interviews); to support SI OPF’s communication team in maintenance of two Facebook pages (E-Data and SI OPF); to assist SI OPF’s communication team in creation of a content-plan of text posts on Facebook and their content, create pictures for them (if relevant); by the end of assignment, the Contractor shall ensure knowledge transfer to personal of SI OPF in order to ensure sustainability of results e.g. trough coaching, consultations, trainings; to help SI OPF’s communication team to improve reputation of E-Data platform through creating its vector of presence in media and social media. Deliverables action plan for 2021 of the communication strategy is reviewed and amended for 2022; action plan for 2023 of the communication strategy is in place; usage of E-Data platform and its portals is stable and/or increases; two Facebook pages SI OPF and E-Data are supported and maintained, number of their flowers is stable and/or increases; mentions of E-data products in media are stable and appear every month from 0 up to 5 (indirect impact of the Contractor’s work). Requirements to the Contractor The Expert must : to be an expert in public finance, Ukrainian budget system and governmental communications; to be fully aware of general political overview in a country; to have proven results of similar maintained communication projects; be able to comply with the required scope of work and deliverables; to have a satisfactory record of integrity and business ethics; be qualified and eligible to be contracted under applicable laws and regulations. He or She possesses proved: A degree in communications or equivalent; Minimum of 3 years of relevant experience connected to project topics (public finance, budget system, governmental communications); Awareness on the budget transparency reform in Ukraine; Awareness about Ukrainian economic, political, and social situation; Profound experience in conducting workshops, consultations, trainings; Awareness on E-Data platform and its portals; Timeline 01.03.2022 - 30.11.2022 Please indicate “National Communications expert for E-Data platform and its portals – Reform of the budget transparency, Consulting for the State Institution “Open Public Finance”” in the subject of email.
