International EPC-contractor is looking for Commissioning Instrument Specialist Comissioning Control Systems Specialist Electrical & Instrument Supervisor (Construction) Role: taking part in Amur GPP & GCC construction. Location: Svobodny (Amur region). Duration: 6 months. Responsibilities: Coordinates with the Commissioning Instrument Lead in developing and implementing an overall instrument commissioning plan for the equipment under his responsibility. Provides input to work plans and procedures for execution of instrument Pre-commissioning and Commissioning activities. Responsible for the supervision of instrument technicians and the activities related to the smooth commissioning / calibration and functioning of all instrumentation and control systems. Provide input into daily work schedule regarding the priority, manpower, and availability of material for instrumentation activities. Develops Safe Work Practice Procedures for all instrument maintenance activities. Coordinates with the Commissioning team the testing programs for instrument equipment and systems under his responsibility. Provides input to the development of Pre-commissioning and Commissioning procedures. Supervise the maintenance and repair of instrument installations. Supervise the troubleshooting of equipment as required. Assists in the start-up, operation and monitoring of systems during performance testing of the facility as required. Supervise the quality of all work performed in the instrument team. Redlining as-built drawings for pre-commissioning and commissioning works compliance with instrumental. Requirements: Higher technical education; Have a minimum of 5 years’ experience in the refinery or oil and gas industry as well as with instrument equipment & systems in refinery or oil & gas plant. Have pre-commissioning, commissioning and start-up experience on major EPC projects in the refinery or oil and gas industry. Knowledge of Distributed Control Systems, Emergency Shutdown systems, Fire and Gas, and Programmable Logic Controllers is highly desirable. Have experience to develop procedures for pre-commissioning or commissioning. Knowledgeable of the SP, GOST, Regulatory Documentation and Industrial Safety regulations to support the Project through the commissioning and start-up phase. Able to effectively communicate technical solutions and concepts to other engineers and non-engineers. Electrical safety level 4 or 5 and Industrial safety: A.1, B.1.15 will be plus. Must have good computer software skills in MS Word, Excel, and PowerPoint. Excellent communications skills and service provision mentality; Good English command. Conditions: Official employment; Short-term contract with probable prolongation; Salary upon interview results; Apartment allowance; Location: Svobodny (Amur region).
