Background: Tetra Tech is a leading provider of high-end consulting and engineering services for projects worldwide. We are Leading with Science® to provide sustainable and resilient solutions for our clients. Tetra Tech was awarded the USAID Power Central Asia Activity (PCA) from October 2021 to September 2025. The goal of the PCA is to assist the five Central Asian countries - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan and Uzbekistan - to meet their national and regional energy priorities, promoting national market liberalization, scaling up clean energy technologies and expanding opportunities for private sector investment that will unlock the economic benefits of expanded regional energy trade. Scope: Tetra Tech must develop and implement a system to monitor environmental safeguards throughout the life of the PCA project to further strengthen implementation of USAID’s environmental requirements, as per Annex A, Programmatic Energy and Water Cooperation Initial Environmental Examination number Asia 14-69. The Environmental Compliance Specialist will serve as an advisor to Tetra Tech under PCA project in fulfilling the USAID environmental compliance requirements, as well as the requirements of the local environmental regulations in Central Asia countries. The Environmental Compliance Specialist will prepare the ERC and EMMP through review of the documents, consultations, and STTA missions. The EMMP will include a set of monitoring indicators tied to each mitigation measure. The Environmental Compliance Specialist will conduct regular monitoring according to the specific schedule determined appropriate for each monitoring indicator to ensure the effectiveness of all mitigation measures. The Environmental Compliance Specialist also will provide training to PCA project staff, consultants, and subcontractors to make them aware of USAID environmental compliance requirements and the specific terms of the MTF. Finally, the Environmental Compliance Specialist will provide regular reporting on environmental compliance in PCA quarterly, annual and final reports. 1. Analyze potential environmental impact of Project activity and Recommended Environmental Determination according USAID requirements – Excepted LOE 5 days The Environmental Compliance Specialist will collect and analyze local environmental requirements in Central Asia countries and USAID Environmental Compliance requirements as per Annex A and potential environmental impacts of the project activities. The Consultant will prepare a short report and submit it to the PCA COP for approval. 2. Prepare PCA Environmental Review Checklist and Environmental Mitigation and Monitoring Plan and Report – Expected LOE 20 days Based on the results of the analysis of Step 1 and information on PCA technical activities in Central Asia countries, the Environmental Compliance Specialist will develop the Environmental Checklist (ERC) and prepare the Environmental Mitigation and Monitoring Plan (EMMP) for all PCA activities that that would qualify for a Negative Determination with Conditions (NDC). The findings will be organized in the form of the Report with ERC and EMMP for PCA project activities to be reviewed the PCA COP and approved by USAID COR and USAID MOE. The requirement is to prepare and annually update the PCA Environmental Mitigation and Monitoring Plan and Report (EMMP). The draft EMMP which will include: Description of how Tetra Tech will and has, in specific terms, implemented all Initial Environmental Examination (IEE) conditions that apply to proposed project activities within the scope of the Contract, including climate risks outlined in Climate Risk Management section. Integrated measures to mitigate potential negative consequences of a changing climate, weak governance, social and environmental impacts, including additional analyses, as necessary. Information essential to assessing the potential impacts of interventions, and to the identification and detailed design of appropriate mitigation and monitoring measures. Results of monitoring the implementation of environmental safeguards, and describing effectiveness of safeguard. 3. Organize Training on Environmental Compliance The Environmental Compliance Specialist will organize 3 training workshops on implementation of ERC and EMMP for PCA team and subcontractors – Expected LOE 10 days 4. Conduct Regular Monitoring The Environmental Compliance Specialist will conduct monitoring of ERC and EMMP implementation and will prepare environmental report on annual basis – Expected LOE 10 days (for first year). Deliverables and Estimated Due Dates: 1. Report with outline of environmental requirements - November 2021 2. Draft ERC and Draft EMMP - January 2022 3. Training Workshops and Materials - May 2022 4. Environmental Monitoring Report - September 2022 Qualifications and Requirements: Bachelor’s degree in environmental science or relevant field. A minimum of 3 years’ experience in a similar role, preferably with USAID funded projects. In-depth knowledge of USAID environmental regulations CFR 216 and others. In-depth knowledge of Central Asia countries’ regulatory environmental requirements and their interpretations for technical assistance programs. Aptitude to solve problems quickly with advanced conflict resolution skills. Excellent written and verbal communication skills in English and Russian. Outstanding analytical abilities. Location: Remote with some travels to the project locations throughout Central Asia, especially Almaty and Tashkent (an ideal candidate should be located in Central Asia or neighboring regions).
