DUTIES KEY PERFORMANCE AREAS: 1.Translating from English into Uzbek and/or Russian language and Uzbek and/or Russian into English documents to be presented to counterparts or used internally; 2.Reading and annotating publications and reports in English, & Uzbek / Russian for matters of interest identified by the advisors, including ad hoc translation of short texts of an urgent nature; 3.Translating Uzbek tables and documents into English using worksheets and other electronic format; 4.Liaising with Uzbek/Russian speakers for ad hoc purposes like organizing meetings, travel arrangements, supply of non-routine items like visas, publications and special materials; 5.Phoning or meeting with identified officials, discuss problems relating to data collection, day to day operations; 6.Attending meetings with international and local consultants, including providing support as requested; 7.Assisting and liaising with the consultants and advisors from other entities; 8.Helping to prepare letters, supporting documents and logistics related to holding of meetings, workshops and conferences; 9.Organization of project files, translated documents, and deliverables; 10.Maintaining records and minutes in connection with meetings, workshops and conferences. OUTPUTS: 1.A monthly summary report of work activities. 2.Reporting on meetings and discussions in the form of executive summaries. 3.Other policy notes and papers as appropriate. DESIRED QUALIFICATIONS EDUCATION: ?University education required, minimum of B.A. level ?Advanced degree in economics or business is a plus, but not necessary ?Computer qualifications: MS Word, MS Excel, Microsoft PowerPoint, Internet research skills, email clients, virtual meeting platforms (Zoom, Webex, MS Teams) PRIOR WORK EXPERIENCE: 1.Experience in translating and interpreting between English, Uzbek and Russian 2.Prior experience in general public finance-related matters 3.Experience in working with government officials, officials, management and staff within the Ministry of Finance of Uzbekistan, other government ministries and organizations, and/or local offices of international development organizations (World Bank, IMF, USAID, EU) 4.Experience in administration and office management 5.Experience in public contact activities (meetings, seminars, conferences etc.) LANGUAGE PROFICIENCY: ?Professional fluency in written and oral English and (local) languages – Uzbek / Russian ?Ability to translate complex technical, financial and economic policy documents ?Ability to act as a simultaneous and/or consecutive interpreter for Resident Advisor KNOWLEDGE: 1.Proficiency in administrative procedures, including appointment management 2.Sufficient knowledge of public finance to be able to discuss subjects with advisor and present concepts and recommendations. 3.Proficiency as interpreter and translator on technical topics and in large meetings. SKILLS AND ABILITIES: 1.Strong interpersonal skills with ability to work within the structure of government organizations 2.Proven organizational and administrative skills. 3.Computer literacy with experience in utilization of the internet for project research. 4.Must have ability to work autonomously, meet regular deadlines as well as conduct independent research. 5.Familiar with telecommunications and virtual meeting platforms and operations. 6.Ability to prepare correspondence, arrange conferences/workshops/meetings. 7.Ability to communicate effectively with government officials. PERSONAL ATTRIBUTES/GENERAL CHARACTERISTICS: 1.Pleasant, outgoing personality with ability to develop strong working relationships with counterparts at the Ministry of Finance of Uzbekistan, other governmental ministries and organizations, international advisors and consultants, and public and private sector companies. 2.Ability to work independently and as part of a team. 3.Dedicated and reliable with a strong sense of self confidence. 4.Ability to prioritize and work under pressure. 5.Keen sense of productiveness. 6.Personal, telephone, and email communication skills. ADDITIONAL INFORMATION SUPERVISION RECEIVED: Acts as Program Coordinator / Assistant. The incumbent works under direct supervision of resident advisor and reports for pay and administrative purposes through the designated subcontractor. Assistant will also conduct daily tasks with relative independence on the project during any absence of the resident advisor. AVAILABLE GUIDELINES: Will conduct affairs under established operational guidelines. Must be aware of and follow relevant guidelines of government agencies where applicable. EXERCISE OF JUDGEMENT: Allocates own time. Make decisions in accordance with verbal or written directions. Decides content of memorandum and reports for which responsible. Handles incoming visitors, meetings and telephone calls. Time allocation and work organization is extremely important, especially when the resident advisor is not present. AUTHORITY TO MAKE COMMITMENTS: All authority to make commitments is subject to approval from the advisor. NATURE, LEVEL AND PURPOSE OF CONTACTS: The incumbent contacts directly the working level, management, and (as needed) executive level people in various government offices within the country as requested. SUPERVISION EXERCISED: Will supervise and provide guidance to any additional interpreters/translators hired to assist resident advisor or visitors. TIME REQUIRED TO PERFORM FULL RANGE OF DUTIES AFTER ENTRY INTO THE POSITION: Full-time position to be executed through a 12 month contract with subcontractor (annually renewable). SALARY: Salary is commensurate with skills and experience.
