Background: Proper utilisation and treatment of waste is becoming very important in the cities of Ust-amenogorsk and Semey, as each city generates around 100,000 tonnes of waste per year. The landfills in the Cities have been in operation since the 1960s with no significant modernisation. Moreover, these sites are working at or near maximum capacity and approaching the end of their lifetime. Closure of the existing sites and construction of new sanitary landfills complying with the country’s Ecological Code and best international standards (including the EU Directive 1999/31/EC on the landfill of waste) must be undertaken to deal with the pressing environmental concerns. Significant improvements to the solid waste management (“SWM”) system are also strongly required. Currently, the generated municipal solid waste (“MSW”) is not collected separately from households and is simply dumped at landfills. However, from January 2019, Kazakhstan’s Ecological Code will stipulate that valuable materials (recyclables) such as paper, glass, and plastics should be separately collected and recycled. Therefore, the introduction of sorting and processing facilities is the top priority for the Cities. Akimat of Eastern Kazakhstan Oblast (the "Oblast Akimat") approached the European Bank for Reconstruction and Development (the "Bank" or the "EBRD") with a request to assess the possibility of financing modernisation of the solid waste management ("SWM") systems in the cities of Ust-Kamenogorsk and Semey. It will include: (i) the construction of an EU standards compliant sanitary landfill (ii) the construction of a modern integrated mechanical and biological solid waste treatment facility (MBT) at the new sanitary landfill site; (iii) the rehabilitation of the waste collection points and (iv) the closure and remediation of the existing landfill. The Bank wishes to commission a suitably qualified consultancy firm for PIS (project implementation support). Thus, BDC Consulting is looking to hire an experienced candidate for Environmental, Health and Safety and Social Expert position. Role Summary: Under the overall supervision of the Projects Manager, the Health, Safety, Social and Environmental (HSSE) Specialist will ensure full coordination with the Project Managers, and other project team members. In general, the HSSE Specialist’s role is to ensure compliance with relevant occupational health and safety, social and environmental regulations, procedures, guidelines and specifications. The he/she is expected to provide advice on measures needed to eliminate Health and Safety hazards, and reduce negative Environmental and Social impacts while increasing positive impacts. Summary of Key Functions: Prepare and/or update health, safety, social and environmental management plans, review them on a regular basis and keep them up to date at all times; Advise and instruct project staff, contractors, consultants and other stakeholders on various safety, health, social and environmental related matters related to project implementation Conduct risk assessment and enforce preventative measures on HSSE; Consultant shall carry out E&S Assessment in accordance with applicable local and national and regional requirements; the EBRD’s ESP (Environmental and Social Policy) and PR (Performance requirements) and relevant EU requirements; requirements of IFIs etc.; Identify existing and Project-related environmental and social impacts and risks; Describe and characterise a relevant environmental and social baseline commensurate with the risks posed by the current site operations and the Project; Assess potential gender aspects and priorities among nearby communities to understand women’s and men’s concerns (e.g., determine women’s current activity schedules/ waste management practices, attitudes towards public health and community cleanliness, etc.) Carry out E&S Assessment and Audit and develop a E&S Assessment report in accordance with the Bank’s requirements as defined in the ESP, including a Compliance Summary table with the Bank’s PRs; Prepare a Resettlement/Livelihood Restoration Framework, if the project involves any economic or physical displacement; Prepare a draft Stakeholder Engagement Plan (SEP), draft Environmental and Social Action Plan (ESAP) and draft Non-Technical Summary (NTS); Identify if any additional studies will be required to cover relevant aspects in greater detail (e.g. biodiversity, resettlement, retrenchment, etc.). (Any such work will be commissioned under separate Terms of Reference); Assess the current and future traffic and road safety risks to workers and affected communities, with consideration to increase in truck movements, potential routes and general road traffic safety management; Finalise all documentation further to the EBRD, other lenders’ (if involved) and Company’s comments; Site visits to obtain any supplemental information needed to complete the E&S Assessment and carry out the on-site activities necessary to fulfil the E&S Audit; Deliver key findings (E&S Inception Report, E&S Audit and Assessment Report, Resettlement/ Livelihood Framework, Environmental and Social Action Plan); Ensure that all in-country safety, regulatory and environmental guidelines are followed Minimum requirements: University degree in Environmental Engineering or equivalent; A minimum of five (5) years’ work experience in Health, Safety, Social and Environmental (HSSE) management, stakeholder engagement, public consultation and disclosure in the local context, gender and inclusion expertise in solid waste management sector with experience of similar assignments, including for IFIs; Professional fluency in written and spoken English and Russian are required; Demonstrated interpersonal/ team building skills; Familiar with the EBRD or other IFIs requirements in terms of HSE regulations, codes and standards; Proficiency with MS Office Suite.
